Over the last few years, the Government of Liberia`s bilateral relationship with emerging powers has been unfulfilled. Exactly in September 2009, the Indian and Liberian governments signed a bilateral cooperation to establish an Information Communication Technology Centers (ICT) to benefit the government and citizens in general.
